Kung Walang Corrupt, Walang Mahirap?
Pork Barrel is the main reason why Filipinos, educated or otherwise, whether movie stars or not scramble to run for public office, never mind the campaign funds as long as they can recoup them with the pork barrel, without talking of enriching themselves even before their term ends.
Ay sus ginoo. It is so obvious, self-evident to the populace kung bakit prevalent ang corruption sa Philippines, and yet here you are, President Noynoy, upholding and preserving the PORK BARREL SYSTEM again. The continuance of this system presupposes that the Filipino congressmen and senators SHOULD BE HIGHLY EVOLVED BEINGS ON THIS PLANET who know that the pork barrel is for the good of all and not the means to amass a fortune at the expense of the MAHIHIRAP!
So what else is new?
Well in fairness to Noynoy, I guess he couldnt single-handedly abolish the PDAF or the pork barrel, for eversince the world began (1800s – mabini’s Consitucional de la Republica de Filipina draft) until now (1987 Noy’s mom’s consti) it remains to be very much constitutional, and therefore would require constitutional change/amendment para maibasura. The catch is, would the lower and upper house consent to a law abolishing their very own source of funds (and power) ? The only thing that Noynoy could do I suppose is to use his influence to pressure the congress and the senate in abolishing it, and that is, if he actually wants to get rid of it.
Okay naman sana ang concept ng pork barrel, kaya lang ung supposed to be parameters, equal apportionments, built-in accountability and clear transparency, na originally designed alongwith the concept, unfortunately, werent being implemented. I dont think male-lessen ang corruption pag tinanggal ang PDAF, at dinelegate ang funds sa chief executives or lower levels of local leadership, on the contrary, i believe it would get worse pag gabnun ginawa. What’s needed (in my opinion) is a monitoring body (wag na COA, inutil naman mga un) headed by the president (or anyone who’s as credible and as virtually independent) to check that the already laid-down policies re the use of the pork barrels are being implemented on the strictest standards. Dapat din total transparency, ang audits had to be made public.
Ang daming dapat gawin, malaking mga trabaho, and i agree na monitoring of the pork barrel system is among the things na dapat maging concern ng pangulo agad agad, I’d say tama na ung sa wangwang at counterflow, we already got the point mr.president, eto namang iba,..mas meatier at mas crucial things na hopelessly crying out for his attention.

Gary, no less than the Supreme Court in Philippine Constitutional Association vs. Enriquez et al.(235 SCRA 507 [1994]) has categorically declared that the appropriation for the Countrywide Development Fund (CDF), the forerunner of the Priority Development Assistance Fund (PDAF), is a valid and constitutional exercise of the congressional "power of the purse."
While Pres. Aquino may be sincere in minimizing (not eradicate) corruption during his term , he cannot unilaterally abolish a program upheld and validated by the Supreme Court.
